Baltimore's legal argument centers on the idea that while the companies label their offerings as "event contracts" and frame them as financial trading instruments, they functionally constitute sports wagering—an activity prohibited under Maryland state law without the proper license.
Lawsuit Particulars and Named Partners
The complaint against Kalshi extends its scope by identifying several well-known fintech and trading platforms—Robinhood, Webull, and Coinbase—as partners for its prediction market. The filing alleges that these entities participated in promoting sports-related contracts as products that could be legally bought and traded within Maryland, potentially implicating them in the promotional activities.

The U.S. Commodity Futures Trading Commission (CFTC) and the companies involved maintain that such prediction market event contracts fall under the category of "swaps," placing them within the CFTC's federal regulatory purview.
