As August approaches, the Bitcoin community is closely watching the fate of a controversial technical proposal, BIP-110. Dubbed the "Data Carve-out Temporary Soft Fork," its core aim is to impose strict limits on non-financial data stored on the Bitcoin blockchain. However, miner support for the proposal has consistently remained below 1%, indicating a stark lack of acceptance from this critical group.
Key Provisions and Potential Impact
The specifics of BIP-110 revolve around constraining OP_RETURN data capacity. It proposes to prohibit, within a year, the writing of most arbitrary data exceeding 256 bytes to the blockchain, while also restricting specific script formats primarily used for data storage. The stated intent is to refocus the network on its payment function and reduce the data burden on full nodes.
A Clash of Perspectives: Proponents vs. Critics
Supporters argue that curbing "non-essential" data helps maintain network efficiency and Bitcoin's core mission as a payment and store-of-value network, not a general-purpose data repository.
Opposition, however, is more vocal and prominent. Critics contend that BIP-110 elevates a policy debate about "how block space should be used" to the level of a consensus rule change. This would allow code to define which transactions are "acceptable," a move seen as contradicting Bitcoin's principle of transaction neutrality.
Industry Leaders Take a Stand
Several prominent figures have publicly opposed BIP-110. Michael Saylor stated bluntly, "There are 110 things more dangerous than junk data." He warned the proposal turns a debate about data value into a consensus change that could invalidate currently valid, fee-paying transactions.
Adam Back took a more direct stance, suggesting that if proponents are dissatisfied with Bitcoin's current operation, they are free to fork, but "Bitcoin won't be joining."
Low Support and a Looming Deadline
The data paints a clear picture of the proposal's challenges. BIP-110 employs a User-Activated Soft Fork (UASF) mechanism, requiring 55% miner signaling support for activation. Yet, miner signaling has never exceeded roughly 1% and is currently near zero, with no major mining pools offering support.
At the node level, those running BIP-110 software are also in the single-digit percentages, primarily users of the Bitcoin Knots client. The current signaling period is set to end around block height 959,615, with a voluntary lock-in period expected in early August and a planned activation around September.
The Path Ahead: Risk of a Minority Fork
If BIP-110 fails to gain broader support by its activation target, the most likely outcome is its failure to activate on the Bitcoin mainnet. However, a notable risk remains: the minority of nodes insisting on running BIP-110 software could split from the main chain, forming a separate, minority chain following the new rules. While posing no substantive threat to Bitcoin's mainnet, such an event would highlight the deep technical divisions within the community.
