In a recent visit to China Telecom Group, Cheng Fubo, the head of China's State-owned Assets Supervision and Administration Commission (SASAC), underscored the strategic imperative of mastering key technologies. The move highlights the growing national emphasis on self-reliance and innovation in the digital era.

Advancing New Infrastructure with a Forward-Looking Approach

Cheng stressed the need to continue strengthening new types of infrastructure. He advocated for a principle of "appropriate advancement, scientific planning, and coordinated development," ensuring that infrastructure development not only meets current demands but also paves the way for future technological evolution.

The focus will be on the integrated construction and efficient utilization of information and communication networks, as well as a nationwide computing power network. The goal is to enhance the supply of digital and intelligent products and services, thereby building a more robust and efficient foundation for the digital economy.

Targeting Foundational Technologies to Build Innovation Ecosystems

Beyond infrastructure, independent innovation capability was identified as the core driver of future competitiveness. Cheng called for intensified research and development efforts in foundational "root" technologies, specifically naming cloud computing, network technology, artificial intelligence, and quantum science.

A two-pronged strategy was outlined to achieve tangible progress:

  • Attracting and Nurturing Top Talent: Implementing stronger measures to attract, retain, and effectively utilize high-caliber professionals. Cultivating a talent pool is considered fundamental to establishing leadership in the cyber and information sector.

This directive positions centrally-owned state enterprises at the forefront of these critical frontier technologies, tasking them with achieving breakthroughs to secure the nation's technological sovereignty and industrial resilience.
