Major Portfolio Shift at Germany's Sovereign Wealth Fund
Germany's sovereign wealth fund Kenfo has unveiled significant changes to its investment strategy in its latest annual report. The fund plans to gradually increase its allocation to private markets from 25% to 30% over the next two years, redirecting billions of euros toward non-public market investments.
Moving from Private Equity to Real Assets
This increased exposure to private markets comes alongside a reduction in private equity investments. Verena Kempe, Head of Investment Management, noted that private equity performance in recent years has fallen short of expectations, necessitating a more cautious approach.
"We continue to see attractive return opportunities in these markets," Kempe stated, "but we need to be more selective about where we invest."
Many institutional investors have already scaled back private equity allocations due to shifting interest rate environments and the disruptive impact of artificial intelligence on traditional software investment models. Kenfo's adjustment aligns with this broader industry trend.
Real Estate and Infrastructure Take Center Stage
To achieve its new allocation targets, Kenfo will significantly expand its real estate and infrastructure portfolios. These asset classes typically offer stable cash flows and inflation protection characteristics that are particularly valuable in the current economic climate.
The annual report emphasizes that fund management views real assets as providing better risk-adjusted returns in the current market cycle, especially considering long-term investment themes like global supply chain restructuring and energy transition.
Dynamic Approach to US Treasuries
Kenfo's operations in public bond markets also demonstrate strategic flexibility. The fund reduced its US Treasury holdings from €600 million to approximately €200 million by the end of 2025, then added over €500 million in exposure by June of this year.
"We have no plans to exit the Treasury market entirely," explained CEO Anja Mikus. "Treasuries remain an essential component of the government bond universe. Current yields of up to 2.8% on certain maturities exceed those available on many other sovereign bonds."
This dynamic adjustment strategy allows the fund to capture opportunities amid interest rate fluctuations while maintaining portfolio liquidity.
Investment Philosophy for a New Era
Kenfo's portfolio rebalancing reflects how sovereign wealth funds are adapting to complex market conditions. By increasing exposure to real assets within private markets while maintaining flexibility in public bond investments, the fund seeks to establish a new equilibrium between return pursuit and risk management.
These changes will not only affect investment flows within Germany but may also provide a reference point for other European sovereign funds. As global capital reassesses risk-return profiles across asset classes, Kenfo's strategic pivot could signal broader institutional investment trends.
