The Retail Stablecoin Race in Hong Kong: HSBC Takes the Lead
The landscape for digital currencies in Hong Kong is shifting. Following HSBC's consumer-focused launch of its RedCoin stablecoin, fellow licensed issuer Anchorpoint has signaled a more measured approach to its own retail rollout, highlighting the strategic calculations now shaping the market.
First Mover Advantage: HSBC RedCoin Reaches Millions
On October 23, HSBC began a phased launch of its Hong Kong dollar-pegged RedCoin stablecoin to approximately 3.3 million users via its popular PayMe app. This move directly introduced a regulated digital Hong Kong dollar to mainstream consumers, marking a concrete start for the retail stablecoin sector.
Anchorpoint's Strategic Pause: Commitment Amidst Caution
In response, Dominic Maffei, CEO of Anchorpoint—a joint venture between Standard Chartered (Hong Kong), Animoca Brands, and HKT—stated the firm remains committed to offering its HKDAP stablecoin to retail users on public blockchains. However, he did not confirm a specific launch timeline, including a previously mentioned target of late 2026.
This suggests Anchorpoint is likely reassessing its market entry strategy and timing in light of HSBC's aggressive move, seeking the optimal point to engage a now more competitive retail environment.
HKDAP's Current State: Institutional Testing Underway
Anchorpoint's HKDAP is a 1:1 Hong Kong dollar-pegged stablecoin backed by compliant reserve assets. An institutional pilot version has been available to qualified corporate and professional investors on the Ethereum network since August.
For the future retail offering, Anchorpoint plans a B2B2C (business-to-business-to-consumer) model, where licensed distributors would provide end-users with custody, fiat exchange, and payment services. This structure clearly separates the roles of issuer, distributor, and consumer.
The Regulatory Framework and Path Forward
Both Anchorpoint and HSBC were among the first recipients of stablecoin issuer licenses in April 2026, granted under Hong Kong's Stablecoin Ordinance enacted in August 2025. This legislation provides the legal foundation for the city's regulated digital asset ecosystem.
The current developments reveal that issuers in Hong Kong's nascent stablecoin market are dynamically adjusting their commercial tactics based on competitive moves and early market signals. HSBC is leveraging its vast existing user base for a swift rollout, while Anchorpoint appears to be opting for a more observant stance, potentially refining its infrastructure and strategy before a full-scale public launch. The evolution of this contest between major financial players will significantly influence the future of digital finance in Hong Kong and across Asia.
