Hu's legal troubles began with his activities in Japan. Reports indicate that while in Japan, he operated under the alias "Hu Shi" using a passport from Cyprus. This activity eventually drew scrutiny from Japanese regulators.

In June of this year, Japanese police arrested him for alleged violations of the country's Immigration Control and Refugee Recognition Act. On July 24, Japanese prosecutors filed a summary indictment against him, resulting in a fine equivalent to approximately 100,000 Chinese Yuan. After completing these judicial procedures, Japan initiated the process to transfer him to the United States rather than detain him locally.

Public records suggest Hu Xiaowei operated under more than one identity. In addition to "Hu Shi," he has also used the name "Hu Yanming," among others. Investigative agencies have concluded that these aliases likely refer to the same individual.
