Lido Activates Liquidity Safeguard Proposal

In response to a concerning decline in LDO trading volume across centralized exchanges, the Lido community has introduced a proactive governance proposal. The initiative seeks to establish a contingency market-making mechanism designed to act as a safety net against potential liquidity crises or delisting risks. If approved, the authorization for this mechanism will remain active for a two-year period.

Funding Scope and Operational Plan

The proposal grants Lido's Growth Committee the authority to activate the emergency plan upon determining insufficient exchange liquidity for LDO. Activated resources from the Lido DAO treasury would include:

  • Up to $1.5 million worth of LDO tokens: To be allocated as a recallable lending facility for market makers to enhance market depth.
  • Up to 480,000 USDC in operational funds: Designated to cover fixed market-making service fees and related expenses for a period of up to 12 months.

A Framework of Strict Risk Controls

To ensure fund security and align with decentralized governance principles, the proposal outlines robust safeguards:

The Lido Ecosystem Foundation will prioritize using its own controlled exchange accounts and API permissions for market-making operations. The plan explicitly prohibits granting withdrawal permissions for any LDO tokens to external market makers, eliminating risks of fund misappropriation. Furthermore, lent LDO tokens cannot be used for governance voting, preventing undue concentration of voting power.

The proposal also highlights specific prohibitions, banning any participant from using the mechanism for market manipulation or structuring it into derivative instruments like call options, ensuring funds are used solely for liquidity support.
