In a significant coordinated move, the U.S. Department of Justice and the Department of the Treasury have targeted Xinbi, an illicit online service platform. The operation resulted in the seizure and restriction of cryptocurrency assets valued at more than $52 million, dealing a substantial blow to the criminal operation.

Inside the Operation: A "One-Stop" Fraud Shop on Telegram

Investigations revealed that Xinbi operated primarily through the encrypted messaging app Telegram. Its core business model involved providing "turnkey" services to fraud rings worldwide, including:

  • Fund Transfer and Laundering Services: Helping criminal groups obfuscate and move stolen cryptocurrency to evade detection.

Precision Takedown: Wallets Frozen, Channels Seized

Law enforcement employed a multi-pronged strategy for the takedown.

Authorities first seized Xinbi’s operational Telegram channels, cutting off its line of communication with clients and potential victims. More critically, they identified and frozen key cryptocurrency wallets. Two core wallets holding approximately $12 million were seized, and disposal restrictions were placed on 47 additional linked wallets, effectively crippling the network's ability to move funds.

Elevated Designation: Labeled a "Significant Transnational Criminal Organization"

To dismantle its operations at the root, the Treasury's Office of Foreign Assets Control (OFAC) formally designated Xinbi as a "Significant Transnational Criminal Organization." Two entities closely linked to Xinbi were also sanctioned. This severe designation means any transactions by U.S. persons or entities with the sanctioned parties carry legal risks, severely limiting their operational space.

A Global Enforcement Victory: Task Force Achievements

The action against Xinbi is part of a broader international joint task force focused on combating transnational fraud and money laundering. This task force has achieved notable results:

  • The cumulative value of illicit assets restricted or disposed of now stands at approximately $9.38 billion.
  • It recently assisted authorities in Madagascar in shutting down 13 major scam compounds.
  • Those raids led to the seizure of over 3,200 electronic devices and the arrest of nearly 400 individuals.

Significantly, stablecoin issuer Tether assisted in the investigation, highlighting the positive role private sector entities can play in fighting crypto-related crime.
