OFAC Targets Cryptocurrency Money Laundering Operation

In a significant enforcement move reported by blockchain analytics firm Chainalysis, the U.S. Treasury Department's Office of Foreign Assets Control imposed sanctions on September 30. The action focused on a money laundering network connected to the transnational criminal organization known as "Tren de Aragua," which was involved in ATM skimming schemes.

Scope of the Sanctions

OFAC's designation list includes 10 targets, with a notable emphasis on 7 cryptocurrency addresses. These addresses, identified as deposit addresses at a major exchange, served as crucial points for the network's illicit fund movements.

The alleged leader of the criminal group, Aguirre, is listed among the FBI's Ten Most Wanted Fugitives. The group's operations reportedly relied on malware named Ploutus to carry out attacks on ATM systems.

Scale of Criminal Activity and Fund Flows

Data current through August 2025 reveals the extensive impact of this criminal operation:

  • Financial losses totaling at least $40.73 million
  • More than 1,500 successful attacks conducted

Chainalysis noted in its analysis that the network heavily utilized stablecoins to move illicit proceeds across borders. In response, Tether has frozen the USDT associated with the sanctioned wallets, blocking this avenue for laundering funds.

This case underscores the growing capability of law enforcement agencies, in collaboration with blockchain analysts, to trace and disrupt illicit financial activities involving digital assets.
