PBOC Charts Course for Second Half: Accommodative Stance Intact, Focus on Real Economy
The People's Bank of China (PBOC), following its recent mid-year work conference, has signaled a clear policy path for the coming months. The central bank affirmed its commitment to maintaining an accommodative monetary policy, with the primary objective of fostering a stable financial environment and precisely meeting the legitimate financing needs of the real economy.
Expanding the Liquidity Management Toolkit
To achieve the goal of "ample and appropriate" liquidity, the PBOC plans to employ a flexible mix of policy instruments. This comprehensive approach encompasses routine open market operations, medium-term liquidity facilities, and treasury bond transactions. By combining short, medium, and long-term tools, the central bank aims to ensure stability in banking system liquidity, empowering financial institutions to ramp up support for economic activities.
Refining Interest Rate Mechanisms and Containing Financing Costs
On the price-based regulation front, a key focus will be improving the formation mechanism of short-term interest rates. Specific measures include introducing new overnight reverse repo operation varieties and narrowing the interest rate corridor for temporary operations to guide market expectations more precisely.
Equally important is the enhanced enforcement of interest rate policies. The PBOC will urge financial institutions to disclose the comprehensive financing costs of loans transparently. Through strengthened supervision, the overall financing cost in the economy will be kept at a relatively low level, effectively alleviating the burden on businesses and households.
Latest Financial Data and Exchange Rate Policy Stance
The meeting also revealed recent financial data. By the end of June, aggregate financing to the real economy, a key gauge of financial support, grew by 7.4% year-on-year. The broad money supply (M2) increased by 8.0%, indicating steady growth.
Regarding the Renminbi exchange rate, the PBOC reiterated the principle that the market should play a decisive role in its formation. This suggests the currency will continue to exhibit two-way flexibility. The central bank will focus on improving market communication and expectation guidance to maintain general stability at an adaptive and equilibrium level.
