A recent Reuters investigation, based on internal data and blockchain records, has exposed a massive financial network centered around a cryptocurrency exchange operating out of Dubai. Since May 2024, the platform has facilitated over $4 billion in transactions, far exceeding the scope of typical digital asset trading.

A Multifunctional Hub: Bridging Gambling, Banking, and Sanctioned Entities

The exchange’s operations appear uniquely complex. It reportedly served as a conduit for funds moving between online gambling platforms inside Iran, the country’s central bank, and various entities linked to the sanctioned Islamic Revolutionary Guard Corps (IRGC). This multi-role functionality positioned it as a de facto financial switching station.

$676 Million Channeled to Binance, Transfers Spiked After Fine

Analysis of fund flows uncovered a significant detail: at least $676 million was transferred from addresses linked to the exchange to Binance, the world’s largest crypto trading platform. Notably, approximately $540 million of this movement occurred after Dubai regulators fined the unlicensed exchange in January 2025, raising questions about the effectiveness of the regulatory action.

The Ownership Enigma: Who Controls the Network?

Despite extensive transaction data, the investigation could not definitively identify the exchange’s ultimate controllers. Reuters noted it could not independently determine who within the Iranian government might be directing its operations, or whether the IRGC directly manages the broader network. This opacity of ownership remains a central hurdle in regulating cross-border crypto flows.

This case underscores the persistent risk of cryptocurrency ecosystems being used to bypass traditional financial sanctions.
