The program is designed specifically for American minors, with clear guidelines on who can participate and how the accounts are funded.

  • Primary Eligibility: Any U.S. child under 18 with a valid Social Security number is eligible to open an account.
  • Government Seed Funding: Eligible children born between 2025 and 2028 will receive an initial $1,000 deposit from the U.S. Treasury.
  • Annual Contribution Limit: Family members, friends, and employers can collectively contribute up to $5,000 per year to the account.

Formally known as the 530A account, this investment vehicle was established under legislation signed in June 2025. The program creates a government-supported savings account for children born between January 1, 2025, and January 1, 2029.

BNY Mellon serves as the program's designated financial agent, handling custody and administrative functions. While accounts can be activated immediately, the ability to make deposits will not begin until July 4, 2026. This gives families over a year to prepare before the government's initial funding and any additional contributions can be invested.
