The plan reveals a clear geographical and industrial specialization across the country. The key allocations are as follows:

  • Chungcheong region: Will host an advanced factory dedicated to High Bandwidth Memory (HBM) production, targeting the booming AI and data center markets.
  • Ulsan: Is slated for major battery investments, strengthening Samsung's position in the electric vehicle supply chain.
  • Busan: Will see the establishment of a state-of-the-art semiconductor substrate project, crucial for advanced packaging.

Future Growth Engines: Robotics and Biotech

Beyond the core semiconductor ecosystem, the blueprint extends to next-generation fields. Robotics projects are set to be located in Gumi, North Gyeongsang Province, a hub for precision manufacturing. Meanwhile, biotechnology investments will be concentrated in Incheon, capitalizing on its research institutes and free economic zone status to drive innovation in pharmaceuticals and medical devices.
