A Cross-Continental Partnership for Digital Identity

A groundbreaking collaboration bridging Africa and Asia is set to advance digital identity infrastructure. Sierra Leone's Ministry of Communications, Technology and Innovation (MoCTI), Bhutan's National Digital Identity Limited (NDI), and the SIGN Foundation have entered into a Memorandum of Understanding to jointly design, develop, and implement a national digital identity platform for Sierra Leone.

Architecture: Open Standards and User Empowerment

The platform will be built on open-source technologies and adhere to the W3C Verifiable Credentials standard. This approach ensures interoperability and transparency from the ground up. The fundamental goal is to empower citizens with true data autonomy—allowing individuals to securely prove and manage their digital identity without relying on centralized authorities. Privacy, security, and data sovereignty are established as non-negotiable design principles, keeping personal information firmly under the user's control.

Strategic Roles: Combining Distinct Expertise

The success of the initiative hinges on a clear division of responsibilities, with each partner contributing unique strengths:

  • Sierra Leone MoCTI: Provides strategic leadership, drives policy formulation, and coordinates across government agencies to align the platform with national development goals.
  • Bhutan NDI: Brings proven experience from operating its own national digital identity system. It will share its open-source identity framework, offering Sierra Leone a significant head start.
  • SIGN Foundation: Acts as the technical implementer, responsible for system design, solution architecture, and hands-on deployment to turn the vision into a secure, functioning reality.
