"From the perspective of international maritime law," the Foreign Minister stated, "the Strait of Hormuz falls under the joint sovereignty and jurisdiction of Iran and Oman. All waters within the strait lie inside the territorial sea baselines legally established by the two coastal states."

The Strait of Hormuz is geographically constrained, with its narrowest point measuring only 21 nautical miles (approximately 39 kilometers) wide. Under the United Nations Convention on the Law of the Sea (UNCLOS), a coastal state's sovereignty extends to its territorial sea, up to 12 nautical miles from its baseline. Consequently, straits narrower than 24 nautical miles can be entirely overlapped by the territorial seas of bordering nations.
