Technical Talks and Core Issues

He clarified that, accounting for the signing time and time zone differences, the countdown technically began on Iran's local time on the 18th. Technical-level discussions between the two sides are anticipated to start this weekend.

The initial phase of negotiations will focus on several key areas:

  • Strait of Hormuz Security Framework: A final pact must establish a lasting operational framework to ensure this vital global economic artery "is never again a chokepoint." The US position is that international waterways should not be subject to tolls.
  • Implementation and Behavioral Benchmarks: He noted recent military restraint observed by both sides.
