The United States could take a significant step toward formalizing its stance on digital assets this week. The House Financial Services Committee is scheduled to deliberate on the "America's Reserve Modernization Act of 2026" (H.R. 8957) this Wednesday, September 16th, at 10:00 AM ET. At the heart of this legislation is a proposal to establish a strategic Bitcoin reserve within the U.S. Department of the Treasury.

Blueprint for a Two-Tier Digital Asset Reserve

Introduced by Representative Nick Begich, with Representative Jared Golden as the sole Democratic co-sponsor, the bill outlines a distinct framework for holding digital assets at the federal level:

  • The Strategic Bitcoin Reserve: Designated specifically for holding Bitcoin as a core reserve asset.
  • A Separate Digital Asset Reserve: For managing compliant digital assets other than Bitcoin.

The legislation defines clear mechanisms for funding and utilizing these reserves. Compliant Bitcoin obtained by the federal government through forfeiture would be directed into the strategic reserve. Furthermore, the Treasury would be authorized to sell or exchange non-Bitcoin digital assets from the reserve. The proceeds could then be used for one of two purposes: acquiring additional Bitcoin to grow the reserve or paying down the national debt.

Fiscal Prudence and Long-Term Strategy

A key aspect of the bill is its emphasis on fiscal responsibility. Specific provisions state that the acquisition of Bitcoin cannot be funded through new borrowing, tax increases, or deficit spending. Any expansion of the reserve must be achieved within existing budgetary constraints.

The bill also mandates that the Treasury Department, in consultation with the Commerce Department, develop and study a "budget-neutral" strategy for acquiring more Bitcoin over the next five years. This indicates that, even if passed, any significant accumulation of Bitcoin by the U.S. government would be a gradual, long-term process grounded in fiscal sustainability.

Wednesday's committee vote represents a crucial hurdle. Passage would mark a substantive shift from conceptual discussion to active legislative process regarding the potential role of Bitcoin in America's national reserves.
