U.S. Stablecoin Rules Enter Homestretch: OCC Sets November Deadline for Final Version

Clarity is coming for the U.S. stablecoin market. Speaking at the Wyoming Blockchain Summit, Acting Comptroller of the Currency Jonathan Gould announced that the OCC is targeting November to publish the final implementation rules for payment stablecoins under the GENIUS Act.

Finalizing the Framework: Integrating Extensive Industry Input

This move follows a comprehensive public consultation process. Back in February, the OCC released a 376-page proposal outlining its preliminary approach. The upcoming final rules, Gould noted, incorporate and respond to feedback gathered from across the cryptocurrency industry, traditional finance, and the public. This iterative process aims to create workable regulations that address both innovation and risk.

A Defined Timeline: Applications to Open in 2027

The GENIUS Act itself is scheduled to take effect in January 2027. The OCC has now outlined its operational plan aligned with that date. Gould stated the agency anticipates beginning to accept and process applications from prospective payment stablecoin issuers starting in 2027. This provides market participants with a multi-year runway to prepare for the new regime.

The OCC won't be acting alone. A coordinated effort is required across multiple federal agencies, including the Treasury Department, the FDIC, and the Federal Reserve Board. Each must establish their own complementary rules before the act goes live, signaling a broad reshaping of the U.S. regulatory perimeter around digital assets.
