Tightening the Net: US Sanctions North Korean IT Fraud and Crypto Laundering Scheme
In a significant move, the US Department of the Treasury’s Office of Foreign Assets Control (OFAC) has imposed sanctions on 10 individuals and 1 entity. The action targets a sophisticated network accused of facilitating IT worker fraud against US companies on behalf of North Korea, laundering the proceeds through cryptocurrency, and funneling funds to support the country’s weapons of mass destruction (WMD) and ballistic missile programs.
Key Targets and Allegations
OFAC’s announcement details the roles of several individuals in processing large-scale cryptocurrency conversions for North Korean interests.
- Ilya Boykov (Russian national): Allegedly converted approximately $3.5 million in cryptocurrency for North Korea’s Alis company since 2024.
- Vitold Obertas (Russian national): Reportedly facilitated nearly $2 million in cryptocurrency conversions for North Korean officials since January 2025.
The sanctions also name a Russia-based, North Korean-controlled entity, FFTDC, and six of its IT workers. These individuals are accused of generating over $750,000 in revenue for Pyongyang through IT work since 2025.
International Coordination and Implications
This US action is part of a broader international effort. Australia and the European Union enacted similar sanctions this month targeting North Korea’s revenue-generating IT workers and sanctions evasion tactics. This coordinated response highlights a growing global focus on disrupting Pyongyang’s methods of using overseas IT workers and digital assets to finance its prohibited weapons programs.
Experts note that North Korea has long deployed IT workers abroad under false pretenses to secure employment, particularly in the tech sector. The revenue is then repatriated through various channels, with cryptocurrency becoming an increasingly vital tool. OFAC’s latest sanctions aim to disrupt key nodes in this conversion and laundering chain, thereby increasing the cost and complexity of funding North Korea’s military ambitions.
