For the five shortlisted contenders, the path to a license now involves clearing two major obstacles. First, they must achieve compliance with the nation's most stringent Level 4 Information System Security standards. This encompasses robust technical infrastructure, comprehensive data protection protocols, and continuous security monitoring.
Parallel to the technical requirements is a substantial financial commitment. Each firm must demonstrate access to operational capital of at least 100 trillion Vietnamese Dong, equivalent to roughly $383 million. This high capital threshold is designed to ensure exchanges have the financial resilience to operate securely and sustainably.
A Tightening Regulatory Landscape: New Penalties Take Effect
As the licensing review progresses, Vietnam is concurrently strengthening its overall regulatory framework for the crypto asset market. A new decree outlining penalties for market violations is set to become active on September 1. This move signals a shift from establishing rules to enforcing them.
A Grace Period for Investors
A pressing question for investors is whether using unlicensed platforms will immediately attract penalties after September 1. Market experts clarify that a transitional period is in place. The mandate for domestic investors to use only licensed platforms will be enforced starting six months after the Ministry of Finance issues the very first license to a local service provider.
