Zcash Advocacy Group Registers for Systematic Lobbying in Washington

A new voice focused on privacy-enhancing technology has entered the cryptocurrency policy arena in Washington D.C. On October 1st, the Zcash-focused advocacy organization, Pretty Good Policy for Zcash (PGPZ), officially filed its lobbying registration. This move signals a transition from preliminary policy research and dialogue to a structured effort aimed at influencing legislation.

Targeting Key Legislation and Tax Policies

The registration documents outline the core issues at the heart of PGPZ's current and anticipated lobbying efforts.

  • The CLARITY Act: Legislation seeking to provide a clearer regulatory framework for cryptocurrencies, a long-standing industry priority.
  • Digital Asset Tax Proposals: Two significant tax policy proposals that could substantially impact the cost of holding, trading, and using crypto assets.

The organization's sole registered lobbyist is its Executive Director, Divij Pandya, who will lead the charge on Capitol Hill regarding these agendas.

Evolving from a Broader Industry Initiative

PGPZ's establishment in June 2024 has deeper roots. It evolved from the broader "Pretty Good Policy for Crypto" initiative launched by ElectricCoinCo. in 2022. That earlier effort actively engaged in Washington policy shaping, hosting policy roundtables and organizing a congressional briefing on cryptocurrency technology for lawmakers and staff in 2023.

Paul Brigner, founder of PGPZ and Chief Policy and Regulatory Officer at ZODL, clarified the group's mission: "Our goal is to ensure Zcash has a serious, organized, and credible voice in policy conversations in Washington." This underscores the push by privacy-focused crypto projects to establish constructive dialogue as regulatory scrutiny intensifies globally.

Backed by Substantial Community Funding

Effective advocacy requires resources. In August, the Zcash Community Grants program approved a substantial $750,000 grant to fund PGPZ's operational and lobbying work in its first year. This significant financial endorsement not only reflects the Zcash community's support for a compliance and policy engagement strategy but also provides a solid foundation for PGPZ's activities in the capital.

As regulatory pressure on cryptocurrency increases worldwide, PGPZ's formal entry into Washington lobbying represents a more proactive strategy by privacy-centric projects. The aim is to engage at the formative stages of regulation to safeguard the future of their technology and user communities.
