Banks in Hong Kong are enhancing compliance checks for mainland investment clients. Following similar requirements for new account openings, existing clients are now subject to verification procedures.

HSBC Hong Kong has issued notifications to select mainland investment clients, requesting submission of an "Account Opening/Maintenance Declaration" via the HSBC Hong Kong app by September 12, along with updated contact information. The declaration focuses on two key aspects:

  • Source of Funds Confirmation: Declaring that investment funds originate from legal sources outside mainland China
  • Data Disclosure Authorization

The notification outlines two deadlines: failure to submit by August 20 may lead to suspension of investment services, while non-compliance by September 12 could result in termination of these services.

Bank Statement and Applicability

An HSBC spokesperson stated on August 18 that this measure aligns with regulatory requirements in managing investment client relationships. By requesting self-declarations, the bank aims to verify that client information provided during "Know Your Customer" and customer due diligence processes remains current and valid.

"This helps us continue providing uninterrupted services to our clients," the spokesperson added. The bank clarified that this declaration requirement applies only to clients using investment services, not other banking products.

This move underscores financial institutions' strengthened compliance risk management amid tightening cross-border fund flow regulations. For affected clients, timely response and ensuring information compliance have become essential for maintaining normal account functionality.
