EU Takes Major Step in Crypto Oversight: USDC Named First 'Significant Electronic Money Token'
The European Banking Authority has officially designated the USDC stablecoin, issued by Circle's European entity, as a 'Significant Electronic Money Token' under the Markets in Crypto-Assets Regulation framework. This marks the first such classification since MiCA came into effect.
A Shift in Regulatory Responsibilities
This classification triggers a significant redistribution of supervisory duties. Starting November 12, 2026, the EBA will assume direct oversight of key areas including:
- Compliance with own funds and reserve asset requirements
- Adherence to stringent liquidity rules
- Approval and monitoring of recovery and redemption plans
The French Prudential Supervision and Resolution Authority will retain responsibility for day-to-day supervision of governance, qualifying holdings, outsourcing, and conflict-of-interest matters at the issuer level. This two-tier model seeks to balance EU-wide standards with national supervisory execution.
A New Model for Cross-Border Supervision
Acknowledging USDC's transatlantic presence, the EBA has signed a memorandum of understanding with the New York State Department of Financial Services. The agreement establishes a formal framework for cooperation and information exchange regarding cross-border stablecoin activities. This approach may set a precedent for future global regulatory coordination.
While 45 electronic money tokens have been notified under MiCA so far, USDC is the first to be deemed 'significant.' This decision reflects its scale within the EU market and activates MiCA's enhanced oversight regime for systemically important crypto-assets.
